SEAN HANNITY:
Now there was a vote on the BBA just a short time ago, in the House of Representatives – it did not make the 2/3 needed. Which fell short – well, did not get the final vote count. Here’s the deal – some good conservatives did not support it. Now, well, you’re saying Hannity – would didn’t Paul Ryan support it – or Louie Gohmert, or David Drier support it – and some others – because there are different BBA’s. Now, in other words, this particular BBA stripped out the mandatory cap on spending. In other words, is tied to the GDP. So the bottom line is – that means if you have a BBA that insists on a balanced budget but you don’t have the cap part on spending – then what they are going to do is – raise taxes to get to that balanced budget number. And, it will be compelled by law. In other words it takes out the teeth from what the BBA is supposed to be about. That’s why I always supported cut, cap and balance. So; I would have stood with Ryan, Gohmert Dryer and the other Republicans …against this because it’s not doing it the right way. You’ve gotta have a mandatory cap on spending. You gotta tie it as a percentage of GDP or spending continues to grow out of control. And democrats never want those restrictions – because that’s how they gain their power.
MARK LEVIN:
You’re hearing some reporting, some of the cable hosts talk about how the Republicans courageously in the House got behind this balance budget amendment but we couldn’t get enough Democrats to vote for it, when in fact four Republicans voted against it.
How are we supposed to get our spending in control if we can’t even get a balanced budget amendment put into the constitution approved?
This is a fraud, this BBA authored by Goodlatte of Virginia pushed by Boehner is a fraud. Let me tell you what’s in this BBA and I’m glad it is defeated; you should be too.
It says in essence total outlays for any fiscal year should not exceed total receipts.
A 3/5 majority of both House and Senate is needed to wave the balance budget requirement.
Spending equals receipts and you need a 3/5 majority to get around it.
Plus a 3/5 majority of both houses is needed to raise the federal debt ceiling, you really do have to have revenues equaling spending.
The president each year must submit a BB proposal to congress; congress can wave this by simple majorities. Declaration of war is in effect or serious military treat
Amendments would go into effect the second fiscal year after its ratification or the beginning of 2017 whichever comes later -- there is no deadline imposed on the state ratification process, you need ¾ of the states.
When I first heard this I told you-number 1) they have abandoned their pledge of cut, cap and balance -- they dropped the cut and cap part.
2) There was a requirement for a 2/3 super majority to increase taxes, that is completely eliminated under this proposal, so here we are balance the budget, massive spending - that’s the history of congress - massive spending not massive cuts, massive spending and demands for massive tax increases, year after year, decade after decade.
So if this had been passed by the House, passed by the Senate, gone to the states and ratified by the states it would be:
The biggest spending tool in American history, the biggest taxing tool in American history because they will always massively increase taxes to meet their massive spending and then what they will say to you is ladies and gentlemen we don’t have a choice this is what the constitution through this amendment compels us to massively increase taxes to pay for all this spending. If this amendment were in place today you know what this super committee would be doing they would be massively increasing taxes and there would be no way around it, because the constitution compels it.
So who were these four brave Republicans who said no? Just four, who were they?
Most courageous Republicans in the House, I’m not going along with this fraud.
This is not a BBA this is a massive tax increase spending increase amendment.
Amash , Dreier, Gohmert, ‘ol Louie and Paul Ryan, chairman of the budget committee.
Cns news.com --Ryan said, “I am concerned that this version will lead to a much bigger government fueled by taxes. Spending is the problem, if this version of the BBA makes it more likely taxes will be raised, government will grow and economic freedom will be diminished and without a limit on government spending I cannot support this amendment.”
Louie Gohmert said, “It is clear that if we pass this amendment without a spending cap then future congresses will use its requirements to increases taxes to balance the budget. It is troubling that our party felt compelled to strip down the amendment to attract Democrat votes while acknowledging at the same time that it would not pass in the House and the Senate. If this amendment is not going to pass, we need to do what we know is best and write and prepare to pass it after the next election.”
There are only four conservative republicans who voted the right way.
